According to the People's Committee of the province, when the Long Thanh International Airport project is completed, connecting with many highways under construction, Dong Nai will be the destination of many domestic and foreign-invested enterprises. (FDI) in the industrial sector. Therefore, the planning of new development and expansion of industrial zones right now is necessary.
* Many industrial zones have "full land"
Dong Nai currently has 17 industrial zones that have been filled with the rate of 92-100% and now all want to expand their acreage. In fact, many enterprises in these 17 industrial zones, when increasing their capacity, need to rent more land to build factories. In addition, many large enterprises, after a period of effective operation, also want to "pull" small businesses in the supply chain closer for convenience for both sides.
In the plan of Vietnam's industrial zones approved by the Government, the province has 8 industrial parks approved to adjust, expand and increase the area, including: Amata (Bien Hoa city), An Phuoc, Long Thanh high-tech, Long. Duc (Long Thanh district), Tan Phu (Tan Phu district), Xuan Loc (Xuan Loc district), Ho Nai, Song May (Trang Bom district).
Mr. Masahico Makata, General Director of Long Duc Investment Company Limited (Long Thanh District) said: “Long Duc Industrial Park has a leasing area of more than 200 hectares, most of which are currently leased. There are still many Japanese enterprises wanting to invest in, so we are proposing to expand the area to meet the needs of secondary investors ”.
Ho Nai, Song May, Amata IPs are also conducting compensation and ground clearance to expand the area. Similarly, in 3 remote and mountainous districts such as Xuan Loc, Tan Phu, Dinh Quan, up to now, the area in the industrial zones for lease is up to
90-100% and am applying for acreage expansion.
Mr. Nguyen Xuan Quynh, Deputy Director of Dinh Quan Industrial Park Joint Stock Company (Dinh Quan District), said: “Dinh Quan Industrial Park is full so the company is applying for phase 2 expansion by more than 100 hectares. Recently, many FDI enterprises and domestic enterprises have come to ask to rent land for production factories, so the company will quickly complete procedures to build infrastructure, attract projects that meet the province's requirements ”.
* Add new IPs
In addition to the proposed expansion zones, in the coming time, Dong Nai will have 4 new industrial zones in operation, namely Long Thanh Hi-Tech Industrial Park, Phuoc Binh Industrial Park (Long Thanh District), Cam My Industrial Park (Cam My District) and Gia Kiem Industrial Park (Thong Nhat district).
In which, Long Thanh Hi-Tech Industrial Park is in the stage of land acquisition and infrastructure construction, and is expected to attract secondary investment in early 2020; Phuoc Binh Industrial Park has found an investor and 2 IPs, Gia Kiem and Cam My, are choosing investors. The above industrial zones have a total area of 1,320 hectares, including: Long Thanh high-tech industrial zone with nearly 500 hectares, Cam My 300 hectares, Gia Kiem 330 hectares and Phuoc Binh 190 hectares. When these 4 IPs come into operation, it is expected that there will be nearly 900 hectares of additional land for lease.
Mr. Nguyen Dinh Cuong, Vice Chairman of Thong Nhat District People's Committee said: “Due to the Ho Chi Minh City - Long Thanh - Dau Giay expressway, Thong Nhat enterprises invest a lot in industry. If Gia Kiem Industrial Park soon has investors to build infrastructure, attract businesses, it will create jobs for local workers and contribute to the development of trade and services in the area ".
A number of consulates, groups and presidents of FDI business associations shared the same comment, in the coming years, Dong Nai will continue to be the destination of many businesses. Because with the current speed of infrastructure development, the province will be the transport hub of the Southern key economic region, goods manufactured in Dong Nai will be convenient and low cost when exported or consumed. in other provinces and cities in the country.
Ms. Mary Tarnowka, Consul General of the United States in Ho Chi Minh City commented: “Long Thanh international airport and many highways built will help Dong Nai to attract FDI better. There are many US businesses that want to invest in Dong Nai in the fields of industry, infrastructure, and aviation ... so they asked the consulate to support information about the province's investment environment. The United States is a big export market for Dong Nai, so there will probably be a wave of US businesses investing in the province ”.
Leaders of Hyosung Group (Korea) - a group that is leading in FDI enterprises investing in Dong Nai with over 1.5 billion USD - said, if Nhon Trach 5 Industrial Park (Nhon Trach district) expands the area , the company will continue to rent more land to build factories, increase investment capital in the province.
* Proposing to add industrial zones to the plan
According to Director of the Department of Planning and Investment Ho Van Ha, in addition to the 35 planned industrial zones, the province is asking for the policy of the Standing Committee of the Provincial Party Committee to plan more industrial zones to meet the needs of industrial development in next paragraph. At the same time, the province also requires localities to review the land in the area and propose planning locations for industrial zones.
In fact, in the past, the industrial zones in remote areas of the province attracted investment very slowly because enterprises were "afraid" of the x road
a, high cost, difficult to recruit labor. But nearly 3 years ago, when the Ho Chi Minh City - Long Thanh - Dau Giay expressway was completed and put into operation, businesses came to invest in many industrial parks and now the remote industrial zones have almost filled up. full.
In the near future, when the expressways of Dau Giay - Lien Khuong, Phan Thiet - Dau Giay, Ben Luc - Long Thanh are completed, traffic is more convenient, businesses will return to remote districts of the province to invest more. . “Additional planning of industrial zones for the period 2021-2030 is very necessary. For now and in the coming years, Dong Nai is still the place with the most developed industry in the country. But the province will consider to plan for sustainable industrial development ”- Mr. Ha emphasized.
It is expected that the planning of additional industrial zones will be integrated into the general plan of the province in the coming period. Having a general study and assessment of the industrial development situation of the province and forecasts for the next period is very necessary to build on this basis, to build the planning of the industrial zone in line with the development process.
Vice Chairman of Tan Phu District People's Committee Nguyen Van Nghi said: “The district is reviewing land and industrial development in the area to propose to expand Tan Phu Industrial Park to 250 hectares, add Phu Son Industrial Cluster and if Investors wishing to plan more industrial zones. Because there is Dau Giay - Lien Khuong expressway here, businesses can transport goods to Vung Tau port or Ho Chi Minh port very quickly ”.
Planning IZ should have a foresight and assess the possibility of future development. This will help businesses invest in the province to quickly implement the project, and soon bringing about economic efficiency will contribute to the economic growth of the province.
